Local government and community services
Hayling Island falls within Havant Borough Council for local services and Hampshire County Council for upper-tier services such as education, highways and social care. The island does not have its own town or parish council, which means that island-specific issues are represented through the borough council ward system.
Borough council services include waste collection, planning control, environmental health, parks maintenance and housing. Council tax is set at the same rates as elsewhere in the borough, combining charges from the borough council, county council, police and fire service.
Planning is a particularly sensitive issue on Hayling, where any development must be considered in the context of flood risk, infrastructure capacity and the island's character.
